Cadet Protection Policy

Cadet Programs

CAP regulation 52-10 is the official policy on cadet protection for the Civil Air Patrol and described CAP's policies concerning the proceedures for identifying, reporting and responding to cadet abuse situations.

Civil Air Patrol is committed to doing everything reasonably possible to combat the potential for child abuse within our orginazition and to discourage our cadets from illegal use of alcohol and other drugs. CAp members are expected to avoid even the apperance of impropriety involving cadets and reportsuspected abuse immediately. For the purpose of this policy, abuse is defined in three cateories: Sexual Abuse, phusical abuse, and hazing.

Welcome to the Inspector General’s, Subordinate Unit Inspection (SUI) program. The SUI program is out lined in CAPR 123-3.

The By-laws of the Civil Air Patrol authorize the assessment of Civil Air Patrol Units. Items subject to review include, but are not limited to the following: Implementation of policies, procedures and regulations, management of personal, corporate resources, CAP programs, compliance with CAP directives, and financial management and controls, accounting and general fiscal responsibility.

CAPR 123-2 NOW AUTHORIZES THE FILING OF ANONYMOUS COMPLAINTS

 
Although CAPR 123-2 provides that all complaints should be in writing, dated and signed by the complainant, and that E-Mail and telephone complaints require a written follow up within 8 days, CAPR 123-2 now authorizes anonymous complaints.

KNOW HOW TO PROCEED?

Although the procedure for filing and pursuing a complaint is set forth in CAPR 123-2, it appears that the provisions of CAPR 123-2 are overlooked when a complaint is filed.

A complaint is "a written document listing facts and circumstances specifically alleging a violation of a CAP directive ...., a violation of law, or misconduct." (A CAP directive can be in the form of a Regulation, or can be contained in a Manual).

Welcome New IG Assistant:

The New Hampshire Wing Inspector General announces the appointment of 1st Lt. Ernest Castle to the NHWG IG team.

Lt. Castle has over 20 years experience in the law enforcement field as a certified Police Officer, and presently works for the Hillsborough County Sheriff's Office. During his time at the Sheriff's Office he has worked in the Civil and Transportation Divisions, and spent six years as a fugitive investigator in the Criminal Apprehension Unit. He holds instructor certifications in many areas, specializing in use of force disciplines. He also serves as a prosecutor in the District Courts.

Lt. Castle is an instrument rated private pilot, and is working towards obtaining a commercial certificate, as well as his pilot's qualifications with CAP.

Lt. Castle is a welcome member to the New Hampshire Wing IG team. Along with Lt. Col. Art Harvey who came on board two years ago, the IG team now has three inspectors/investigators to serve the members of the New Hampshire Wing.
